Place corned beef in deep kettle, cover with water. Simmer 1 hour; remove scum.Addother ingredients except cabbage. cover; simmer 3 to 4 hours. Add cabbage wedges.Cover and simmer 15-20 minutes. Serve with mustard or horseradish.
